Master Transportation Plan and Capital Improvement Plan Update

PROJECT DESCRIPTION AND INTRODUCTION

The City of Mesquite (COM) is taking an active step to examine current and future mobility needs through a city wide Master Transportation Plan (MTP). Over many years, the COM has invested millions of dollars in transportation projects with the aid of federal, state and local funds. This current project combines the updates of the City’s existing Transportation Element of the Master Plan and Capital Improvement Plan.

Why are These Plans Being Updated?

Effective long range planning is vital when identifying transportation and capital improvement projects for the COM. This is particularly important due to the projected growth in population and tourism, which could potentially strain the region’s transportation system and make travel for residents and visitors more challenging.

What Will be the Outcome of the MTP?

The MTP will aid in the development of a series of short and long-range transportation improvement projects. It will combine the existing Transportation Element of the Master Plan with the Capital Improvement Plan, which will allow for funding prioritization.

Goals and Outcomes of the Study

Update the Transportation Element of the Master Plan with:

·        Tailored solutions to provide a balanced network of highways, streets, roads, trails, and paths serving pedestrians, motorists, bicyclists, children, persons with disabilities, freight traffic, emergency responders, and transportation network companies (TNC’s)

·        Desirable future improvements to overcome existing conditions and constraints that can be found in the transportation network system.

Update the Transportation Capital Improvement Plan that:

·        Identifies and budgets for short-term improvement projects to the transportation network to help it handle the growth impacts it is facing now and expected to face in the future.

·       Will help maintain an acceptable Level of Service on the COM’s transportation system, including an updated schedule of Traffic Impact Fees.
